Water heating baseboards are warmed by hot water circulating through copper tubing, or through cast iron baseboard sections. Some issues that can occur include the heating boiler not working, the room thermostat being lower than the temperature in the room (which will cool the room, not heat it). Some simple solutions to this are just making sure your boiler is operating correctly, and that your thermostat is set to a temperature higher than the temperature of the room so it heats properly.
